Considerations on Interference Impact in GEO-LEO Spectrum Sharing Systems

Modern Non-Geostationary Orbit (NGSO) satellite systems can safely coexist with Geostationary Orbit (GSO) networks under significantly relaxed interference limits, yet the ITU’s Equivalent Power Flux-Density (EPFD) framework from 1997 remains technologically obsolete, imposing unnecessary costs on NGSO operators while limiting global broadband availability without providing meaningful additional protection to GSO services. The evidence strongly supports a regulatory update: modernizing EPFD limits would preserve GSO service integrity, unlock major NGSO capacity gains, lower broadband costs.
