CCIA Hires a New Policy Counsel, Trade Policy Manager

Washington –  The Computer & Communications Industry Association is pleased to welcome Rachel Grey as Technology Policy Counsel and Theo Leavell, Trade Policy Manager. Grey will advocate on a range of issues including telecommunications, immigration, e-commerce and counterfeit goods, and drone policy. Leavell will advocate against discrimination against U.S. exports, and for access to global markets and adherence to trade agreements.

Before joining CCIA, Grey served as Director of Research & Regulatory Policy at the National Small Business Association, where she spearheaded NSBA’s federal regulatory advocacy strategy. Rachel previously worked as Director of Policy Research at GuidePost Strategies, where she advised private sector clients on federal legislative and regulatory developments. Prior to that, she advised financial services clients on regulatory matters at Weiner Brodsky Kider PC.

Leavell previously served as a Digital Policy Specialist within the International Trade Administration, which he entered as a Presidential Management Fellow. During that time, he worked to remove trade barriers and enhance American competitiveness abroad, with a focus on digital services. He supported Indo-Pacific Economic Framework Digital Trade Negotiations during the Biden Administration, and participated in bilateral trade talks during the second Trump Administration. 

CCIA has advocated for innovation and policies that encourage competition and growth in the tech sector since 1972.
