Theo Leavell
Trade Policy Manager
Theo Leavell is a Trade Policy Manager at CCIA, where he focuses on issues such as cloud security, AI governance, internet governance, data localization, platform regulation, and intellectual property issues.
Prior to joining CCIA, he served nearly four years as a Digital Policy Specialist within the International Trade Administration, which he entered as a Presidential Management Fellow. During that time he worked to remove trade barriers and enhance American competitiveness abroad, with a focus on digital services. He supported Indo-Pacific Economic Framework Digital Trade Negotiations during the Biden Administration, and participated in bilateral trade talks during the second Trump Administration. He has experience working in multilateral fora such as ASEAN and APEC, and has traveled extensively to the region. Theo holds a B.A. In International Affairs From George Washington University and an M.A. In International Relations from the University of Chicago.
