Caroline Palmer

Trade Policy Manager

Caroline Palmer is a Policy Manager on the Digital Trade team at CCIA, where she focuses on platform and content regulation, intellectual property and copyright issues, data privacy, and AI governance.  

Before joining CCIA, Caroline was a Senior Policy Associate at National Journal, where she synthesized federal and state policy trends for government affairs executives. She also served as a Google Public Policy Fellow detailed to The National Interest, where she managed the Techland blog and coordinated high-level events for technologists, scholars, and policymakers.  

Caroline holds dual degrees in Public Policy and Global Health (B.A./B.S.) from Duke University and Duke Kunshan University in China, and is currently pursuing an M.A. in International Science and Technology Policy, with a focus on national security, at the George Washington University Elliott School of International Affairs.
