State Policy Manager (Regional – Midwest or Northeast)

CCIA is a leading technology trade association based in Washington, DC that represents Internet, communications, and technology companies. The Association seeks a regional state policy expert to support advocacy and liaise on key legislative priorities for the technology sector, including  content regulation, trust & safety, consumer data privacy, and competition/antitrust. The ideal candidate will have demonstrated an ability to foster critical legislative and executive connections at the state level, in addition to being able to maintain a strong pulse on sentiments, trends and conversations affecting state policy development. This position will be 100% remote but will require frequent travel for in-person meetings, particularly at state capitols. The State Policy Manager will report to the State Policy Director, based in DC. 


  • 100% remote; Northeast (Connecticut, New York, Massachusetts, Rhode Island preferred)* or
  • 100% remote; Midwest (Illinois, Michigan, Minnesota preferred)*

Responsibilities include, but are not limited to:

  • Legislative Tracking
    • Monitor state legislation, legislative calendars, meetings, and hearings in designated states.
    • Analyze legislation related to content regulation, trust & safety, consumer data privacy, competition/antitrust issues, and other priority policy areas, as assigned.
    • Collaborate with the State Policy Director to ensure timely and accurate updates for members. 
    • Liaise with legislative staff to gather intelligence regarding legislative proceedings.
    • Coordinate with the State Policy Director to share on-the-ground intel regarding legislative developments and surrounding conversations. 
  • Communications and Advocacy
    • Assist the State Policy Director with development and implementation of effective outreach strategies to bring CCIA’s positions on state issues to the attention of lawmakers:
      • Build bridges with critical in-state partners. Support the establishment and management of coalitions to advance legislation in support of CCIA member interests.
      • In coordination with the State Policy Director identify key legislator/legislative staff contacts for the assigned region. Conduct proactive outreach and relationship building on key member issues. Support the development of advocacy materials (e.g., slide decks, talking points, leave-behinds, memos, issue briefs).
      • Monitor media and events related to state technology issues.
      • Read and summarize articles, policy papers, and legal briefs; contribute to list of resources to support state advocacy. 
      • Coordinate the delivery of public comment on legislation. 
  • Strategic Planning
    • Participate in and support strategic planning and impact tracking:
      • Participate in meetings with CCIA members, coalitions, and state policymakers 
      • Identify key policymakers, allies, and relevant third parties in assigned states.
      • Assist with tracking deadlines, deliverables, and performance metrics
      • Monitor activities of key players in the tech policy.

The ideal candidate will possess the following qualifications:

  • A minimum of 3 years professional experience working with state policymakers and staff.
  • Broad substantive knowledge of technology policy, such as content moderation, consumer data privacy, and competition/antitrust.
  • In-depth understanding of state government structures, operations, and personnel.
  • Demonstrated ability to connect with state legislators and staff, foster relationships, and influence policy conversations at the state level. 
  • Excellent written and verbal communication skills.
  • Proven ability to work independently as a self-starter.
  • Strong organizational and project management skills.
  • Familiarity with the products and services of CCIA member companies.
  • Experience in issue advocacy and/or campaigning at the state level.
  • Ability to think strategically and creatively, adjusting to changes in circumstances. 
  • Experience working with third-party consultants. 
  • Strong political awareness and ability to approach issues through a nonpartisan lens.
  • Experience using legislative tracking tools such as Quorum or FiscalNote. 
  • Willingness to travel to state capitals as needed.
